Ready on Day One

The 7th City Council District is fortunate to have someone with the fiscal experience, personal integrity and strong community planning background of longtime civic and community activist April Boling as a candidate. Her integrity, no-nonsense approach to fiscal analysis and financial management and ability to make tough decisions and then follow through to implement them are her trademarks.

Few people in or out of government are able to read a city budget like April can, know what the numbers mean to those San Diegans who rely on city services and share that information with the public. From her early warnings about the road the city was taking on its pensions to her accurate assessment of the budget decisions made by previous mayors, April's insights have helped the public understand the decisions that were made by elected officials.

I have known April Boling for a long time, and have been impressed by her volunteer service as chairwoman of the San Diego County Taxpayers Association, as chairwoman of the San Diego Convention Center Corporation and as a member of the San Diego Citizens Budget Committee.

April also has years of experience as a community planner, serving as a member and chairwoman of the Navajo Community Planners Inc., where she dealt with complicated land use matters, helped the Navajo community come to consensus regarding proposed projects and then effectively communicated the community's support, opposition or recommendations for changes to the City Council. April also served as chairwoman of the Patrick Henry High School Foundation, and learned first hand the opportunities and challenges faced by PTAs and local groups when dealing with the school district and the city.

How refreshing to have someone like April Boling who can be sworn in as a council member and immediately be able to read and analyze the city budget, and not have to rely on some city employee or staff member to explain what it all means. Ask yourself, do you want someone making policy decisions about retirement plans, negotiations with the Chargers, complicated land use matters, discussions with the School District over joint use, and the annual budget who has never had to do so before?

April has visited more than 9000 homes in the 7th District so far, and has shared with me and others how important it is to listen to local residents, hear their concerns and interests, and translate that into a "to do list" for the 7th District that will make a real difference in the quality of life of all, from youngsters through senior citizens. Her grassroots campaign is based on direct communication with those who live in the district's neighborhoods. She wants to know what is important to local residents and let them know how she will handle their issues as a member of the City Council.

Born and raised in the heart of San Diego, April graduated from Hoover High School and the University of San Diego, where she earned her accounting degree. As a Certified Public Accountant, her career began as a budget analyst for the Department of the Navy, where she was responsible for internal budgeting and external negotiations, overseeing a budget of more that $200 million. Later, she was a tax manager for the San Diego office of Price Waterhouse, one of the world's largest accounting firms. In 1989, April began her own CPA practice that for more than 18 years has provided tax and accounting services to individuals, businesses and political clients. She is one of the leading experts both within the city and the state in campaign finance and helped shape political reporting so that it is fair, accurate and accessible to the public.

An independent thinker who needs no learning curve when she is sworn in to office this December, April will be able to read -- and more importantly, understand -- the city budget and budgets of the various city agencies including the Centre City Development Corporation, Data Processing Corporation, Convention Center Corporation and the Metropolitan Transit System that operates our trolley and bus systems.

I, for one, am ready for a City Council that will work to actually find a way to expand hours at our city recreation centers, swimming pools and libraries, who will work to assure that the city's 900 linear miles of homes fronting on to city open space canyons can rely on regular brush management taking place, and who will work with police, firefighters and lifeguards to enhance public safety.

I trust April to do this. I know she has the skills to do so.

I agree that April has considerable talent as a CPA and is community minded. My problem is she decided not to exercise her talents when she was on the Blue Ribbon committee to study the pension mess. She had her chance and blew it. I want to see real change in this city and even a cursory glance at April's campaign donors make it clear she represents the past, not the future. So here we are: if you believe the status quo represented by Dick Murphy, the Lincoln club and the fiscal mess the city is in vote for April.

April Boling came by my house one day. She had already made up her mind to support the megadorm that had been proposed for my neighborhood, despite the fact that the announcement had been made no more than a couple of weeks before. She clearly wasn't interested in a different opinion or discussion. She KNEW what was best for my neighborhood. Boling = Madaffer = McCarty = Murphy. Just another close minded republican insider who really doesn't care what the community thinks, despite outward appearances. No thanks.

Ms. Boling wants outsource all the services you are hoping to have expanded. Do you think citizens will have much say about how services are run once they are outsourced? Careful what you ask for!

Thank you, Celeste. I feel so much better knowing that when that 3:00am phone call comes to City Hall, April will be ready on day 1 to answer it. The fact is that Marti has spent her life getting results for real people, while April has spent hers attending meetings and proposing ideas (admittedly, some have been good ones)that no one listens to. If April is elected, her name can be added to the long list of politicians who everyone thinks is very smart, but actually accomplishes very little.

I agree whole heartedly with Ian. I met April Boling. She seems like a nice lady, but her record doesn't show her as someone who is willing to rock the "status quo" boat. She had her chance to show us what she was made of when the findings of the Blue Ribbon panel were suppressed. Instead of hollaring from the rooftops, she sat by quietly by and let Murphy and his cronies waltz San Diego in to a ballpark/pension nightmare. If you wish Murphy was back as Mayor and wish Madaffer could run for another term, then April is your girl. If you've had enough and you're not going to take it anymore, vote for Marti.

Yes, I agree with you Ian. But more insidious things will happen if she is elected. For one she will work with the Mayor to cut benefits for fire and police department employees and continue to push for outsourcing other departments of the City. If that happens, then who will be responsible if someone calls the City to report a broken water main or a traffic light out? Will I connect with an operator in India who hasn't a clue about San Diego infrastructure? I too am for change and electing Ms Boling would not be change. Electing Marti Emerald means CHANGE.

I cannot believe the insanity I'm reading in these posts! Marti is the candidate of the most dangerous special interest group, the one who pulls all the strings at city hall: the public employee unions. Marti does not mean CHANGE. Marti means status quo: union domination of city hall, gold-plated union benefits, and a city that cannot afford basic services. Marti means a tax increase is on the way; she's said as much. The advocate of change will be April Boling, because she will look after the taxpayer and support Jerry Sanders as he attempts to wrest control from these special interests and return it to the citizens. The changes recommended by the Mayor's business process reengineering work cannot be implemented because the union-dominated city council won't implement them. April will do this.

I’m sure April does well in a small office sitting behind a desk pouring over numbers late into the night however, the job of councilwoman would place her out of the box in the unprotected real world. Into the fish bowl of the public eye, lacking confidence in her own opinions. That is where she will fail us. Committee after committee she asks the same questions over and over again, never having enough information to come to a firm conclusion. There will be no change when all she comes to the table with is a calculator. This will be painful for all.

Eric, the changes needed for improving the fire department won't be happening under April because she wants to cut firefighters, not help them. How exactly does that help San Diego? To me, it's refreshing to see a politician who isn't afraid to look at all the options -- including taxes if it comes to that. Why bury your head in the sand and rule out options?

If April is so good at detail and paying attention why has she had to pay various fines for late, incomplete and inaccurate Political Action filings? April is a person who I have found to be unbending, closed minded and far from a consensus builder. I have found her to be right; even when she was wrong; ask her. There are candidates in the race who listen, answer questions without looking down their noses and who have shown their willingness to work with people of opposing views. April is NOT that person. Sorry Celeste; your profile does not fit the person many of us know.

I'm a life-long Republican and San Diego native living in Allied Gardens for 14 years. I hold an MBA. As such, I am attracted to April Boling as a Council candidate. But, I'm very bothered by what I suspect is an issue of ethics. I've been receiving many mailings from the Republican party saying the most viscious and largely inaccurate things about Marti Emerald while endorsing Boling. These remind me of the disgusting hit piece that came out against Frye just before the 2004 mayoral election in which Frye was falsely accused of killing the 6-to-6 childcare program (see link That mailing came from Boling's address. (Boling's campaign has not responded to my inquiry about her responsibility for that mailing.) Boling has been involved in several campaigns, and she campaigns dirty. Frankly, I suspect she lacks the ethical foundation I want in a Councilmember. - Kevin in Allied Gardens
